V25-116 : LAKE LOTHING AREA 1 - THE WAY FORWARD
This item was considered as a matter of urgency, under the statutory provision accorded to the Chairman, in response to a request from members at the last meeting for a report on the progress of the implementation of development proposals for "Area 1" of the Lake Lothing Area. The Director of Community Services advised that the key to the development of the area rested with overcoming the poor access arrangements to the site from Victoria Road. The poor visibility and limited capacity of the three access points effectively capped the ability of Area 1 to accommodate development which would significantly increase the amount of traffic wishing to access the site. Implementation of tourism, housing and public access proposals was therefore conditional upon these junction improvements taking place. However, the scale and nature of such improvements was determined by assessing the amount and type of traffic that would be generated by the proposed package of land-uses, and this would best be achieved by means of a Traffic Impact Assessment (TIA). Normally, a TIA would be carried out at the developer's expense. However, developers in Area 1 were likely to bring forward proposals at different times for a variety of sites within the Area. it was therefore unlikely that a single developer or consortium of developers would develop the whole of Area 1 as a single project. In these circumstances the TIA may appropriately have to be carried out by the local highway authority. In anticipation of a TIA being carried out in the near future, the Director of Community Services had commenced work with a traffic count in Victoria Road. However, he considered that as his department was currently undermanned, the appointment of an independent consultant may be necessary. The TIA would enable the highway authority to assess what specific junction improvements were required to enable the proposed land-use package to be carried out. The programme of specific works could then be costed, with the overall cost apportioned among individual developers on a pro rata basis such as pending application W6930/5 submitted by Badger Building (EA) Ltd. That the Planning and Transportation Committee be requested to commission a Traffic Impact Assessment for Area 1 of the Lake Lothing Area. The meeting was concluded at 9.00 pm.
