Application for the construction of 20 dwellings with associated works. The Sub-Committee considered the report of the Director of Planning and Building Control, whose recommendation was for deferral pending the outcome of an archaeological evaluation of the 'Mardle' site and negotiations with the developers on a reduced number of dwellings to protect the site's character and the amenities of neighbouring residents. The observation of the Parish Council was for refusal. Several letters of objection were reported, and the Director considered that from a site meeting, archaeological survey permitting, there was scope for limited development. Councillors felt that the archaeological value of the site must be assessed, as Waveney had few local sites of such interest, and anything worth preserving should be before any form of development was to take place. Concerns were also raised that Kirkley Stream was at capacity for any related drainage, that any development should be sympathetic to nearby properties and the road curtilage of the site approached better. The Director suggested that any revision of the development could incorporate a 'village green' effect. RESOLVED
1. That consideration of application W1265/7 be deferred for an archaeological evaluation of the site. 2. That, pending the result of the archaeological evaluation, the Director of Planning and Building Control negotiate with the developers a reduced number of dwellings, to protect the character of the site and the amenities of neighbouring residents. 3. That a Tree Preservation Order be made to protect the Horse Chestnut tree in the vicinity of Plot 19 as shown on the developers plan.
