V25-109 : W12474/1 LAND AT CORNER OF LONG ROAD/WESTWOOD AVENUE, LOWESTOFT

Outline application for a residential dwelling.

The recommendation of the Director of Planning and Building Control was for approval. Highways had no objection to the siting of a dwelling as long as it was far enough back from the corner to not affect visibility. A neighbours objection was reported. Also, a similar application for a dwelling on the site had been refused in 1983 on the grounds that the open undeveloped corner made a significant contribution to the visual amenity of the locality.

Councillors were again concerned at the siting, as the area had frequent traffic movements and was sited adjacent to the Primary School. Although just outside the Whitton Ward, there were few open areas as such remaining, and approval could be seen to conflict with policies OS2 and H7 of the adopted Waveney Local Plan. The Director was asked to look at the site in connection with the recent Greenways proposals, in regard to tree planting to visually enhance the area.

RESOLVED

That planning permission be refused to application W12474/1.
