V25-1079 : COAST PROTECTION SCHEME SUBMISSIONS TO MAFF

During 1997, the Ministry of Agriculture, Fisheries and Food (MAFF), the grant-aiding Ministry for proposed coast protection capital works, introduced a modified system for the appraisal of schemes. Future applications for Ministry grant aid were required to pass three separate stages based upon compliance with certain, absolute thresholds; achievement of an appropriate "priority score"; and satisfactory completion of existing MAFF Project Appraisal requirements.

Authorities were required to submit a summary document for each scheme, confirming that the first stage had been cleared and providing the basis of a score for the second stage. This enabled the Ministry to prioritise capital schemes in line with available funds.

The Director of Community Services had recently submitted two schemes to the Ministry for consideration:

(a) Southwold Harbour Entrance South Pier. The dereliction of this pier and its short remaining structural life were of concern. The bid was for a Detailed Appraisal, which would include modelling, to analyse the consequences of failure and identify potential solutions.

(b) Southwold Town - Gun Hill to Buss Creek Strategic Study. The proposed study would seek to identify options to extend the life of the existing primary defence line fronting Southwold Town and the marshes to the north.

RESOLVED

That the action of the Director of Community Services, in consultation with the Chairman, in submitting applications to the Ministry of Agriculture, Fisheries and Food for coast protection schemes at Southwold, be confirmed.
