V25-1076 : PUBLIC ART CONSULTANCY
At minute V24-398/10 it was reported that a grant of £70,000 had been awarded by the National Lottery fund through the Arts Council of England to fund two feasibility studies, firstly looking at the technical viability of building the Flotilla of Sails in glass, and secondly producing a Public Art Plan for the North Denes and surrounding area. A detailed brief to consultants was prepared, nine submissions were received and those shortlisted were invited for an informal visit on 10 September 1997 with an opportunity to question officers about the project and make a site visit. The formal presentations were heard by a panel which included the Leader of Council, Chairman of Community Services, a representative of the Eastern Arts Board, the Director of Community Services, the artist and the officer project team. The Panel accepted the submission of Commissions East as the one most able to meet the requirements of the brief. Commissions East were based in Cambridge and were supported by the Eastern Arts Board as the Regional Development Agency for visual and public arts. They had considerable experience in public art project consultancy and National Lottery projects. Commissions East would engage Ove Arrup for the technical and engineering side of the work and engage Ray Bowler, the artist responsible for the Flotilla design, as design consultant. The results of the studies would be available in March 1998. RESOLVED
That the action of the Director of Community Services, in consultation with the Leader of the Council and the Chairman of Community Services Committee, in appointing Commissions East to carry out the Public Art Consultancy for Lowestoft, be confirmed.
