V25-1075 : PRIORY LANE CAR PARK, BUNGAY - PUBLIC CONVENIENCES

The Director of Community Services reported that within the Other Services Capital Programme for 1997/98 the sum of £60k had been set aside for the continuing programme of refurbishment works to public conveniences.

The building and facilities at Priory Lane, Bungay were looking very run down and had been subjected to vandalism encouraged by the apparent neglect. Although a disabled facility was added some years ago the external woodwork required repair and redecoration.

Bungay was the only market town in the District without toilets having baby-changing facilities or 24-hour opening. It was intended to provide both of these as part of a refurbishment scheme. A new pitched roof would also improve the exterior appearance.

In view of the need to proceed, the approval of the Chairman had been obtained to proceed with an application for planning permission. The work was to be undertaken by Waveney Contract Services as part of the Planned Maintenance Measured Term Contract and would be completed early in the new year.

Other essential works were required to Blyburgate Car Park, Beccles for structural repairs, and Gordon Road, Lowestoft for extensive repairs to the roof, which could not be funded from normal repair and maintenance budgets. It was planned to carry out this work during the current financial year. It was also proposed to provide new signs detailing opening and closing times as well as the location of alternative facilities.

RESOLVED

1. That the action of the Director of Community Services, in consultation with the Chairman, in proceeding with the application for planning permission for refurbishment works to the public conveniences at Priory Lane Car Park, Bungay, be confirmed.

2. That these refurbishment works, together with the other works to public conveniences at Blyburgate Car Park, Beccles and Gordon Road, Lowestoft, be funded from the 1997/98 Other Services Capital Programme.
