V25-106 : FRONT CONSERVATORY, 13 BREYDON WAY, LOWESTOFT

A long-established front extension had been allowed to deteriorate badly and become unsightly in contrast to the bungalow and garage to which it was attached. The structure had not been painted for many years and the timber framing around the glazing and the corrugated roof were in very poor condition. Although cleared at intervals, the front garden was frequently congested with weeds and there seemed no intention by the owner of creating a proper lawn or other neat and lasting arrangement.

Despite being asked to remedy the situation by demolishing, restoring or rebuilding the conservatory in September 1996, there had been no signs of any such action. The owner had stated that he was presently spending money on improving the rear of the property and could not yet fund improvements at the front.

An immediate neighbour had regularly complained and was convinced that an inability to sell his own property was largely due to the visual condition of next door. A petition signed by 15 neighbouring residents was also reported. It was considered that there was now a suitable case for service of a Section 215 Untidy Land Notice.

RESOLVED

That the Chief Executive be authorised to serve a Section 215 notice requiring demolition, refurbishment or rebuilding of the front conservatory and long-term weed treatment of the front garden at 13 Breydon Way, Lowestoft, with a compliance period of six months from the date of service.
