V25-1058 : NEW ROADS AND STREET WORKS ACT

The Committee were reminded that the New Roads and Street Works Act was passed in 1991. One aspect of the Act which was not implemented at the commencement of the legislation was a Street Works Register. At the time there was considerable member interest in the issue.

A local computerised Street Works Register had been operational within the Agency area, and in each of the other Agency and Area Offices throughout Suffolk. This was considered to be an interim solution until such time as the national register was completed in accordance with the Act.

In 1994 the Department of Transport entered into a contract with Digital Equipment Co. Ltd. to provide a national computerised street works register, but in August 1997 this was terminated by mutual agreement following substantial delays in the design and delivery of the system.

Alternative solutions were being sought by the Government's Highway Authorities and Utilities Committee and it was likely that the Internet would be used as part of the solution. It was still hoped that the alternative register could be available by November 1998.

RESOLVED

That the actions of the Government's Highway Authorities and Utilities Committee in seeking an alternative to the Street Works Register be welcomed, with aspirations that this can still be made available by November 1998.
