V25-1056 : WINTER MAINTENANCE ARRANGEMENTS
The Committee were informed that changes in the responsibility for managing and maintaining the A12 and other Trunk Roads in East Anglia had resulted in a significant change to the way in which winter salting and snow clearing would be undertaken. All Trunk Road winter maintenance on the A12 was now managed by Owen Williams on behalf of the Highways Agency, with no management control or input from either the County or District Council. Liaison arrangements had been drawn up to ensure, wherever possible, continuity in the delivery of the service. Waveney Contract Services had been engaged by Owen Williams to salt the A12 between Frostenden and Hopton. In view of the changes, routes throughout the remainder of the County had to be amended. Within the Agency Area the same roads would be treated, although changes would be made to the routes used, as the trunk road would not be treated by this Council's vehicles. In addition to roads in the Agency Area, the County Council had requested that the A146 to Copeland Way, North Cove together with Kessingland and Gisleham be added to the Agency responsibilities for winter maintenance. The County Council would retain direct responsibility for other County Roads within the District. The split in responsibilities between trunk and county roads could lead to some confusion, particularly as vehicles treating county roads would inevitably travel along parts of trunk road, but would not be salting. The situation would need to be monitored to ensure that there was no confusion about service delivery. RESOLVED
That the request by the County Council to extend winter maintenance responsibilities to include Kessingland, Gisleham and the A146 to Copeland Way, North Cove be accepted.
