V25-1047 : DISABILITY DISCRIMINATION ACT 1995

The Chief Executive had received the first transport bulletin reporting on the progress of the implementation of the transport provisions contained within the Disability Discrimination Act 1995. Copies of the bulletin had been circulated to the trade.

The Act would place specific duties on taxi drivers to be able to adequately assist the disabled, and to provide appropriate equipment to ensure that a wheelchair could be carried. Taxis would also be required to carry guide and hearing dogs without charge. It was understood that Private Hire Vehicles would not be required to comply with the Regulations.

The Council would at some future date have to consider increasing the specification of taxis to be able to carry disabled passengers in wheelchairs. However, it was considered premature to give such consideration until further guidance was obtained from the Department of Transport.

RESOLVED

That the report be noted and the Chief Executive be authorised to review the specification for Hackney Carriages in the light of the regulations now being drafted in relation to the Disability Discrimination Act 1995.
