Listed building consent for reconstruction of warehouse including new link and toilets. W15506/2 - THE HARBOUR INN, SOUTHWOLD
Application for reconstruction of warehouse including new link and toilets. The Director of Planning and Building Control reminded members that this application was deferred at the last meeting as the consultation period was not complete. The proposal was a welcome renovation of a warehouse and a link to the existing pub across existing terrace. However, there would be an inevitable increase in congestion during peak periods; he recommended approval. The Town Council's observation was for approval.
The Director circulated a copy of a letter from the Southwold Harbour and River Protection Group (SHARP) which asked for the application to be deferred further as the organisation had not been consulted.
The Director outlined the advertisements and consultations undertaken and was satisfied that the consultation process had been properly adhered to. He considered that further deferral could not be justified and that the comments made in SHARP's letter should be taken into account. RESOLVED
That listed building consent and planning permission be granted to applications W15506/1 and W15506/2 respectively.
1031 W13664/2 - CELLAR AND KITCHEN SHOP, VICTORIA STREET, SOUTHWOLD Application for conversion of first floor to offices and side extension. The recommendation of the Director of Planning and Building Control was for approval, as the proposal would raise the roof of the central building to create office space and construct a modest single-storey extension to the front of the building. The Town Council's observation was also for approval. The Highways Authority had commented that a shortage of parking was associated with this site, however, the Director advised that proposal would only create additional storage space. An objection from neighbours to the loss of outlook had now been overcome, as the front extension would have a pitched roof with a lower eaves level than the existing flat roofed extension. RESOLVED
That planning permission be granted to application W13664/2.
1032 A/W627/4 - WAVENEY GARAGE, RAVENSMERE, BECCLES
Application for illuminated fascia signs.
The Director of Planning and Building Control reminded members that a proposal for a projected sign had been refused for the above building. This retrospective application included signage illuminated by strip lighting and was considered inappropriate in this location. The Town Council concurred with this view. However, the sign itself was permitted development and enforcement action could only be taken if the sign was illuminated.
The applicants considered that the planning authority was being unreasonable as this form of signage was used throughout the country without any objection. They had also placed a forecourt sign at the front of the site which was a significant hazard to pedestrians.
The Director suggested that the illuminated sign should be refused in its present form, and discussions held to negotiate a more appropriate lighting scheme and the removal of the forecourt sign. The Sub- Committee were prepared to approve the proposal subject to the satisfactory resolution of these negotiations. If this proved unsuccessful the Director was asked to report back with any other available options.
RESOLVED
That the Director of Planning and Building Control be given delegated authority to grant planning permission to an amended application A/W627/4, subject to an appropriate lighting scheme and the removal of the forecourt sign.

Application for conversion of building into two dwellings.

The above applications were withdrawn at the request of the applicants. 1034 W15857/1 - 7 TRINITY STREET, BUNGAY
Application for construction of a detached house.
W15857/2 - 7 TRINITY STREET, BUNGAY
Listed building consent for alterations.
The recommendation of the Director of Planning and Building Control was for refusal, as this was a rather contrived and inappropriate scheme. He welcomed the development of this site but expected a better, comprehensive scheme for the area. The Town Council recommended refusal as this was backland development and would remove all possibility of existing properties on the site having an appropriate curtilage.
RESOLVED
That planning permission and listed building consent be refused to applications W15857/1 and W15857/2 respectively.
1035 W3759/10 - PART OS 9300, RED HOUSE FARM, REDISHAM
Application for use of site for the repair and delivery of pallets.
The Director of Planning and Building Control considered this retrospective application to be acceptable in principle, but appropriate conditions were necessary to safeguard nearby residents from the effects of noise or burning of waste on site, which had been objected to. He recommended approval subject to all work to be carried out within enclosed building, hours of operation to be 7.30am to 6pm weekdays only, and no burning of waste materials to take place anywhere on site.
The Parish Council had raised similar concerns in respect of working hours and burning of waste, and had asked for measures to safeguard the quality of life for near neighbours. RESOLVED
That planning permission be granted to application W3759/10, subject to work carried out within enclosed building, hours of operation 7.30am to 6pm weekdays only, and no burning of waste on site. 1036 W16787/1 - THE NOOK, GARDEN LANE, WORLINGHAM
Application for two storey side extension.
The Director of Planning and Building Control reminded members that a previous application for this site had been refused. This new proposal was an acceptable extension and would have no impact on the adjacent neighbours; he recommended approval.
The Parish Council were concerned that the extension could potentially become a separate dwelling, however, the Director advised that any future use of this proposal would be subject to planning controls. RESOLVED
That planning permission be granted to application W16787/1.
1037 W5628/27 - HILL FARM, THE PADDOCKS, HALESWORTH
Application for double garage.
The recommendation of the Director of Planning and Building Control was for approval, as this was an acceptable replacement of a dilapidated building within the curtilage of a listed building. The Town Council considered that the existing building was in fairly good condition, and they were concerned as to the possible further development of the proposal.
RESOLVED
That planning permission be granted to application W5628/27, subject to use being in conjunction with Hill Farm.
1038 W1264/7 - LAND OFF LONDON ROAD, WRENTHAM
Application for construction of a detached house and garage.
The Director of Planning and Building Control reported that this proposal was a re-submission of a previously approved application. The layout and design was basically acceptable although there was some scope for improvements to detailing; he recommended approval.
The Sub-Committee were disappointed with this proposal compared to the previous scheme, and were minded to refuse the application on aesthetic grounds.
RESOLVED
That planning permission be refused to application W1264/7.
1039 W1917/8 - LOWER TRINITY, TRINITY STREET, SOUTHWOLD
Application for relocation of exterior doorway.
The recommendation of the Director of Planning and Building Control was for approval, as this amended location was away from the original position on the corner of the building. The County Surveyor had no objection now that the door was moved from the immediate corner. The Town Council considered that the relocated doorway was still in a dangerous position.
RESOLVED
That planning permission be granted to application W1917/8.
1040 W16627/1 - WHITE HOUSE FARM BARN, WHITE HOUSE FARM, SPEXHALL
Listed building consent for conversion of agricultural buildings to a dwelling. W16627/2 - WHITE HOUSE FARM BARN, WHITE HOUSE FARM, SPEXHALL
Application for conversion of barn to dwelling.
The recommendation of the Director of Planning and Building Control was for approval, subject to minor amendments to details. The Parish Council concurred with this recommendation. RESOLVED
That listed building consent and planning permission be granted to applications W16627/1 and W16627/2 respectively, subject to minor detail amendments.
1041 W16929 - 28 NORTH PARADE, SOUTHWOLD
Application for new gable window to front and dormer window to rear.
The recommendation of the Director of Planning and Building Control was for approval, as the proposal was for minor alterations. The Town Council were happy with the proposed dormer to the rear, but objected to the front gable. It was felt that any additional light needed should be let in through the roof. RESOLVED
That planning permission be granted to application W16929.
1042 W16749/3 - CONVERTED BARN, HILL ROAD, WANGFORD
Application for double garage.
The recommendation of the Director of Planning and Building Control was for approval. He suggested that the proposed garage should be turned 90 degrees, so that the view from the south and also the neighbour's property was of the gable end instead of the pitch roof. The Parish Council objected as this was marshy land subject to flooding in past years.
RESOLVED
That planning permission be granted to application W16749/3, subject to the garage being turned 90 degrees.
