V25-1019 : W4744/13 - COMMUTED PARKING CHARGES - OFFICES EXTENSION, 148 LONDON

The following item was considered as a matter of urgency, under the statutory provision accorded to the Chairman, as the matter required prompt attention by members.

The Director of Planning and Building Control reported that permission had been granted for the above at minute V25-622, subject to a planning agreement requiring a commuted parking payment in lieu of the fact that additional parking could not be provided on site.

Discussions had been ongoing as to the exact amount of the payment, which was usually worked out on the basis of £1,700 for a surface space and £5,500 for a multi-storey space. The payment had originally been calculated on a basis of the mid-point figure of £3,000 per space, but the applicants had protested that this would entail an added cost to their extension project of £15,000, and argued that this was unfair and did not apply to them as they were not taking on more staff, the extension being solely to provide more spacious and comfortable working conditions.

As no multi-storey car parks were envisaged to be built in the near future, the Director suggested that the lower figure of £1,700 per space could be used, requiring a total commuted payment of £8,500. This was a considerable reduction from the initially requested sum of £15,000, and should be the "bottom line". If there was still failure to agree this, members would be asked to reconsider approving the application.

RESOLVED

That approval be confirmed to the payment of the commuted parking payment of £8,500 under a Section 106 Agreement in respect of application W4744/13, and that in the event of failure to reach such agreement the Director of Planning and Building Control be given delegated authority to issue a refusal notice.
