Outline application for four general needs dwelling plots and one plot for occupation associated with proposed nursing home. W8686/20 - OLD LOTHINGLAND HOSPITAL SITE, UNION LANE, OULTON
Outline application for erection of a two storey residential care/nursing home and twelve single storey close support units. The above items were considered together as they referred to the same site. The Director of Planning and Building Control reported that two simultaneous but separate applications had been received for the redevelopment of the old Lothingland Hospital site at Union Lane, Oulton, after demolition of the main two storey Victorian hospital block. W8686/20 accounted for the bulk of the proposals and complied with the policy. Application W8686/19 was for a small number of open market houses. Together they would virtually account for all the developable area under the LOW12 policy, yet not require any visually damaging alterations to Union Lane, as an access route. The Parish Council recommended refusal to application W8686/19 and approval to W8686/20. The Director reported that the manager's house had been deleted from application W8686/19, and as such, all six cultivated plots in this area should be used for the building of the four houses, to prevent any future applications. His recommendation was for approval of both applications. Members were concerned at the suitability of Union Lane to take the extra traffic brought from the building of the four houses, however the Highway Authority felt it to be adequate. They were also concerned that application W8686/19 was against policy, and also that the application was financially linked to application W8686/20 whereby one could not go ahead without the other. Because of this concern members were minded to defer the applications for further investigation into the financial link between them and to discover whether application W8686/20 could go ahead alone. RESOLVED
That consideration of applications W8686/19 and W8686/20 be deferred for investigations into the financial link between the two applications.
