V25-1005 : W4182/5 - RAILPATH PHASE 1, MARHAM ROAD TO NORTH QUAY RETAIL PARK, L
Application for surfaced footpath and cycle track.
The Sub-Committee considered the report of the Director of Planning and Building Control which reminded members that outline planning permission had been given at minute V25-614 for a cycletrack/footpath on the former railway between Yarmouth Road and North Quay Retail Park. The above application was seeking detailed permission for the first phase of the scheme. When granting outline permission members had been concerned at the depth of infill required. This had been addressed by proposing to avoid the edges, thus allowing vegetation to grown along the sides of the path. Infill material would be brought to the site via the North Quay Retail Park access road, thus avoiding any disturbance to residents. A previous concern regarding security of properties along the path had been addressed by reducing the depth of infill and retaining high banks. Members were in favour of the application, although concern was raised at the possible use of the path by motorcycles. The Director advised that it was difficult to prevent access for motorcycles and still allow access for wheelchairs and buggies, however this would be looked into and if necessary enforcement action taken to prevent access by motorcycles. RESOLVED
That for the purposes of paragraph 4 (5) of the Town and Country Planning General Regulations 1976 planning permission be granted to application W4182/5.
