Application to construct a single carriageway road and associated works. The Sub-Committee considered the report of the Director of Planning and Building Control concerning the above application which had been received as part of the County Council's consultation exercise, in order that the Council could make representations prior to the formal determination of the proposals by the County Council. The report considered the merits of the application and concluded that the details were broadly acceptable subject to appropriate conditions. The Parish Council's recommendation was for approval subject to bunding being uniform in height at its highest level, safe crossings for children at Foxburrow/Benjamin Britten and Woods Loke Primary School, and cut-off points of Oulton Broad and Somerleyton Road. There had been 30 objection letters to date, concerned with noise, requiring omission of a junction with Somerleyton Road, position of the road and lack of footpaths. A public exhibition had been held in October which had resulted in 45 comments from visitors, of which four were objections to principle. Most comments referred to detailed concerns such as noise. A meeting had also taken place with six residents from the Somerleyton Road/Oulton Road area who were all completely opposed to the junction linking Somerleyton Road to the Northern Spine Road. All objections had been noted and would be considered and, where possible, addressed by the County Council. The Sub-Committee were generally in favour of the scheme, although there were concerns regarding possible loss of trade to shops in Snape Drive and the varying height of bunding. RESOLVED
That Suffolk County Council be informed that this Council raises no objection to the grant of planning permission to application W14219/4, subject to the imposition of appropriate conditions: (i) noise mitigation;
(ii) overall landscaping details and secure boundary treatment to the western boundary of the play area; (iii) suitable siting of site huts/compound;
(iv) provision of HGV wheel washing facilities;
(v) appropriate advanced signing to surrounding roads;
(vi) assurance that 2.5 metre high bunds are sufficient to mitigate against noise intrusion; (vii) appropriate signing to alleviate possible highway danger and advanced signing to minimise impact on the existing road network and to maximise the efficiency of the new road; (viii) possible introduction of visitor parking space on the north side of the proposed Oulton Road cul-de-sac, for convenience, and to avoid the need for potential customers to drive through Pound Close to visit retail premises in Snape Drive.
